The Impacts of the ASEAN Economic Community and the Perceptions of Para-rubber Farmers: Findings from the Para-rubber Plantation Area in the Large City of Two Seas ผลกระทบของประชาคมเศรษฐกิจอาเซียนกับการรับรู้ของเกษตรกรชาวสวนยาง: ข้อค้นพบจากพื้นที่ปลูกยางพาราเมืองใหญ่สองทะเล

บทคัดย่อ
          การวิจัยเชิงสำรวจเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาการรับรู้ของเกษตรกรชาวสวนยางต่อผลกระทบของประชาคมเศรษฐกิจอาเซียน รวมถึงวิเคราะห์ปัจจัยกำหนดการรับรู้ของเกษตรกรชาวสวนยางต่อผลกระทบของประชาคมเศรษฐกิจอาเซียน โดยเลือกจังหวัดสงขลาเป็นพื้นที่วิจัย การรวบรวมข้อมูลใช้แบบสัมภาษณ์เชิงโครงสร้างกับเกษตรกรชาวสวนยางจำนวน 400 ราย ซึ่งใช้การสุ่มตัวอย่างแบบผสานวิธี การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนาและแบบจำลองโลจิตแบบทวิ ผลการวิจัยพบว่า เกษตรกรชาวสวนยางมีการรับรู้ผลกระทบของประชาคมเศรษฐกิจอาเซียนโดยภาพรวมในระดับมาก (  = 3.63±0.65) รวมทั้งผลกระทบทางตรงและทางอ้อมโดยภาพรวมในระดับมาก ( = 3.57±0.72 และ 3.74±0.74 ตามลำดับ) เช่น การเปลี่ยนแปลงของรายได้จากการขายผลผลิตยางพาราและราคาผลผลิตยางพารา การเปลี่ยนแปลงของอำนาจในการต่อรองราคากับผู้รับซื้อผลผลิตยางพาราและการแข่งขันในการผลิตผลิตภัณฑ์ยางพารา ปัจจัยกำหนดการรับรู้ของเกษตรกรชาวสวนยางต่อผลกระทบของประชาคมเศรษฐกิจอาเซียนอย่างมีนัยสำคัญทางสถิติ ได้แก่ ความเพียงพอของแรงงานครัวเรือน/แรงงานจ้างในการทำสวนยางพารา การเข้าถึงข้อมูลข่าวสารเกี่ยวกับประชาคมเศรษฐกิจอาเซียน การตรวจเยี่ยม/การรับคำแนะนำจากเจ้าหน้าที่ของหน่วยงานภาครัฐ การเข้าร่วมการฝึกอบรม/ทัศนศึกษา/การประชุม/สัมมนาเกี่ยวกับการทำสวนยางพารา และจำนวนสมาชิกในครัวเรือน โดยมีค่าความน่าจะเป็นในการรับรู้ผลกระทบของประชาคมเศรษฐกิจอาเซียนเท่ากับ 0.1969, 0.1911, 0.1487, 0.1027 และ 0.0512 ตามลำดับ ผลการวิจัยที่ได้หน่วยงานภาครัฐที่เกี่ยวข้องสามารถนำไปใช้ในการกำหนดกลยุทธ์การส่งเสริมการเกษตรที่เหมาะสมแก่เกษตรกรชาวสวนยางต่อไป

ABSTRACT
          This survey research investigated the perceptions of the impacts of the ASEAN Economic Community (AEC) on the part of para-rubber farmers, and also examined the factors that were considered important in determining their differences in perceptions regarding the impacts of the AEC. Primary data were collected using structured interviews from a total sample of 400 para-rubber farmers using the mixed-methods sampling technique. Descriptive statistics and a binary logit model were applied for the data analysis. The results revealed that the respondents perceived a high level of overall potential impacts of the AEC ( = 3.63±0.65). Moreover, they perceived a high level of overall direct and indirect impacts ( = 3.57±0.72 and 3.74±0.74, respectively), for instance, changes in farm income and the prices of para-rubber, and changes in bargaining power with buyers and competition in para-rubber product production. The statistically-significant factors determining the perceptions of the impacts of the AEC of the respondents were: the adequacy of household labor/hired labor for para-rubber farming; access to AEC information; visits/advice offered by government officers; training/field trips/sessions/seminars on para-rubber farming; and the number of household members, with respective perceptual probabilities of the impacts of the AEC of 0.1969, 0.1911, 0.1487, 0.1027, and 0.0512, respectively. The results are useful for related government agencies to formulate appropriate agricultural extension strategies for para-rubber farmers.
