Abstract

The research aimed to achieve the following objectives: 1) To investigate the current situation and personnel management issues in the Thamaka school cluster consortium under the Kanchanaburi secondary educational service area office, and 2) To examine the guidelines of personnel management strategies for the Thamaka school cluster consortium. The sample of study were 203 teachers which was selected through random sampling based on school size classification (Stratified random sampling) and 5 participants which was chosen through purposive sampling. The research instruments were an opinionnaire and an in-depth interview. The statistical data analysis were frequency, percentages, means, standard deviations, and content analysis.

The research findings are as follows.

1) The current personnel management situation is at the highest level. When considered for specific aspects, the rank from the highest issue was training opportunities for professional development and the excessive workload diversification among teachers, the evaluated person is unaware of the evaluation results, and there has been an off-site teacher appointment.

2) Personnel management guidelines in education were planning staffing needs, focusing on subject-specific shortages. They should also mobilize resources from communities and other organizations to create a network for educational development. Furthermore, schools must conduct training and development programs to assess teacher qualifications, expand training outcomes for peer professionals, appoint for evaluation committees based on defined criteria and procedures, reflect operational duties in practice, enhance the knowledge and skills of teachers to improve educational effectiveness, arrange educational field trips, and support teachers in pursuing higher education.
