Abstract

การวิจัยนี้มุ่งค้นหาสมรรถนะที่จำเป็นสำหรับนักพัฒนาทรัพยากรมนุษย์และชุมชนในยุคความผันผวนของโลก และตรวจสอบความเหมาะสมของสมรรถนะที่จำเป็นฯ สำหรับหลักสูตรระดับบัณฑิตศึกษา สาขาวิชาการพัฒนาทรัพยากรมนุษย์และชุมชน โดยใช้วิธีวิจัยเชิงคุณภาพร่วมกับวิธีวิจัยเชิงปริมาณ กลุ่มตัวอย่างคือ มหาบัณฑิต ดุษฎีบัณฑิต นิสิตที่กำลังศึกษาในหลักสูตระดับบัณฑิตศึกษา ประกอบด้วยหลักสูตรศิลปะศาสตร มหาบัณฑิต และหลักสูตรปรัชญาดุษฎีบัณฑิต อาจารย์ผู้สอนในหลักสูตร และเจ้าหน้าที่ประจำภาควิชาการพัฒนาทรัพยากรมนุษย์และชุมชน รวม 76 คน  เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และแบบสอบถาม วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงเนื้อหา ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยค้นพบ สมรรถนะที่จำเป็นสำหรับนักพัฒนาทรัพยากรมนุษย์และชุมชนในยุคความผันผวนของโลก มีจำนวน 22 สมรรถนะ เมื่อตรวจสอบความเหมาะสมของสมรรถนะที่จำเป็นฯ สำหรับหลักสูตรระดับบัณฑิตศึกษา พบว่า มีความเหมาะสมอยู่ในระดับมากและมากที่สุด ทั้งนี้ สมรรถนะที่จำเป็นฯ 5 อันดับแรกที่มีค่าเฉลี่ยสูงสุดสำหรับหลักสูตรศิลปศาสตรมหาบัณฑิต ได้แก่ 1) ความยึดมั่นในจรรยาบรรณวิชาชีพ 2) การคิดสร้างสรรค์ 3) ใฝ่เรียนรู้อย่างต่อเนื่อง 4) การคิดเชิงระบบ และ 5) การแสวงหาความรู้อย่างสร้างสรรค์  ในขณะที่สมรรถนะที่จำเป็นฯ 5 อันดับที่มีค่าเฉลี่ยสูงสุดสำหรับหลักสูตรปรัชญาดุษฎีบัณฑิต ได้แก่ 1) ความยึดมั่นในจรรยาบรรณวิชาชีพ 2) การแสวงหาความรู้อย่างสร้างสรรค์ ใฝ่เรียนรู้อย่างต่อเนื่อง ความสามารถในการมองไปข้างหน้า 3) ความสามารถในการทำวิจัย การวิเคราะห์และสังเคราะห์ข้อมูล การคิดเชิงวิพากษ์ การคิดสร้างสรรค์ 4) การคิดเชิงระบบ ความสามารถในการควบคุมตนเอง (อารมณ์) ความสามารถในการจัดการความรู้ และ 5) การแก้ไขปัญหา

This research aimed at finding essential competencies for human and community resource development professionals in a VUCA World and examine the suitability of the essential competencies for the graduate program in the Human and Community Resource Development, using qualitative and quantitative methods. The research samples consisted of students completing master's and doctoral degrees, current graduate students, lecturers, and support staff at Human and Community Resources Development Department, total of 76 people. The research instruments were an interview guide and a questionnaire. The data were analyzed by content analysis, frequency, percentage, mean and standard deviation.

The study found that essential competencies for human and community resource development professionals in a VUCA World had a total of 22 competencies. When examining the suitability of the essential competencies for the graduate program, it was found that the suitability was at high and highest level. The top five essential competencies with the highest average for Master of Arts in Human and Community Resources Development program were 1) Professional Ethics, 2) Creative Thinking, 3) Continuous Learning, 4) Systematic Thinking, and 5) Creative Pursuit of Knowledge. While the top five essential competencies with the highest average for Doctor of Philosophy program were 1) Professional Ethics, 2) Creative Pursuit of Knowledge, Continuous Learning, Forward-Looking Ability, 3) Research Ability, Analysis and Synthesis Skill, Critical Thinking, Creative Thinking, 4) Systematic Thinking, Emotional Self-Control, Knowledge Management Ability, and 5) Problem-Solving.
