กิจการเพื่อสังคมในประเทศไทย Social Enterprise in Thailand

Abstract

บทความนี้มีวัตถุประสงค์เพื่อนำเสนอภาพของกิจการเพื่อสังคมในประเทศไทยในประเด็นเกี่ยวกับนิยามกิจการเพื่อสังคม ลักษณะของกิจการเพื่อสังคม ความแตกต่างระหว่างกิจการเพื่อสังคมกับสหกรณ์ องค์กรที่ไม่แสวงหาผลกำไรและแนวคิดความรับผิดชอบต่อสังคมปัญหาและอุปสรรคต่อการพัฒนากิจการเพื่อสังคม เพื่อให้เรื่องดังกล่าวมีความชัดเจนมากยิ่งขึ้นซึ่งในปัจจุบันเป็นเรื่องที่ได้รับการกล่าวถึงกันมากขึ้น เนื่องจากกิจการเพื่อสังคมเป็นกลไกสำคัญที่มีบทบาทในการแก้ไขปัญหาเศรษฐกิจ สังคม และสิ่งแวดล้อม โดยก่อให้เกิดการจ้างงาน การกระจายรายได้ และความตระหนักในการอนุรักษ์ทรัพยากรและสิ่งแวดล้อม สอดคล้องกับแนวทางการพัฒนาที่ยั่งยืน หลายประเทศได้ทำการศึกษาเรื่องนี้อย่างจริงจัง ดังจะเห็นได้จากการเกิดเครือข่ายการศึกษาวิจัยเกี่ยวกับการเกิดขึ้นของกิจการเพื่อสังคมในยุโรป (EMES European Research Network) ครอบคลุม 15 ประเทศในทวีปยุโรป และใช้เวลาในการศึกษามากกว่า 4 ปี ประเทศไทยก็เป็นหนึ่งในประเทศที่ให้ความสำคัญกับเรื่องนี้ อย่างไรก็ตาม กิจการเพื่อสังคมในประเทศไทยยังไม่มีความชัดเจนเกี่ยวกับบทบาทของกิจการเพื่อสังคมเนื่องจากเป็นแนวคิดที่ใหม่และยังไม่เป็นที่รู้จักในวงกว้าง หากเรื่องเกี่ยวกับกิจการเพื่อสังคมยังไม่ชัดเจนต่อไป อาจจะกลายเป็นอุปสรรคต่อการพัฒนากิจการเพื่อสังคม และส่งผลต่อการพัฒนาประเทศไปสู่ความยั่งยืนได้เช่นเดียวกัน

This article is intended to provide a perspective of social enterprise about the definition of social enterprise, type of social enterprise, the difference of Social Enterprise cooperative non-profit organization the concept of corporate social responsibility, and the barriers to the development of social entrepreneurship to order to give clarity to the issue as it has been now widely discussed because its importance for solving the economic, social and environmental problems. The social enterprise will be a mechanism to improve many of major social and economic factors such as unemployment rate, income distribution and awareness of conservation and the environment, which is consistent with sustainable development concept. In Europe, 15 countries research network (EMES European Research Network) take the time to study over 4 years in the emergence of social enterprise. Thailand has also given importance to social enterprise development in recent years. However, social enterprises in Thailand are still unclear as to the role of social enterprise because it is a relatively new and lesser-known concept. If it remains unclear, this will become an obstacle to the development of social businesses to have a positive impact on the sustainable development of the country.
