Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารการพัฒนาชนบทขององค์การบริหารส่วนตำบลในเขตจังหวัดสกลนคร 2) เพื่อเปรียบเทียบการบริหารการพัฒนาชนบทขององค์การบริหารส่วนตำบลในเขตจังหวัดสกลนคร แตกต่างกันหรือไม่ตามคุณลักษณะส่วนบุคคล 3) เพื่อแสวงหาแนวทางส่งเสริมประสิทธิภาพการบริหารการพัฒนาชนบทขององค์การบริหารส่วนตำบลในเขตจังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นนายกองค์การบริหารส่วนตำบล ในเขตจังหวัดสกลนคร จำนวน 62 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า 1. ความคิดเห็นของผู้ตอบแบบสอบถามที่มีต่อการบริหารการพัฒนาชนบท ขององค์การบริหารส่วนตำบล ในเขตจังหวัดสกลนคร ในภาพรวม อยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่า อยู่ในระดับมาก ทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการเมือง รองลงมาคือ ด้านสังคม ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านกายภาพ 2. การเปรียบเทียบความคิดเห็นต่อสภาพการบริหารการพัฒนาชนบท ขององค์การบริหารส่วนตำบล ในเขตจังหวัดสกลนครจำแนกตามคุณลักษณะส่วนบุคคล สามารถ สรุปผลได้ดังนี้ 2.1 จำแนกตามคุณลักษณะด้านเพศ คุณลักษณะด้านประสบการณ์การดำรงตำแหน่งนายกองค์การบริหารส่วนตำบล และขนาดขององค์การบริหารส่วนตำบล พบว่า ในภาพรวม และรายด้าน ทุกด้าน ไม่มีความแตกต่างกัน 2.2 จำแนกตามคุณลักษณะด้านอายุ พบว่า สภาพการบริหารการพัฒนาชนบท ขององค์การบริหารส่วนตำบล ในเขตจังหวัดสกลนคร ในภาพรวม ไม่มีความแตกต่างกัน เมื่อพิจารณารายด้าน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จำนวน 1 ด้าน คือ ด้านสังคม 2.3 จำแนกตามคุณลักษณะด้านระดับการศึกษา พบว่า สภาพการบริหารการพัฒนาชนบท ขององค์การบริหารส่วนตำบลในเขตจังหวัดสกลนคร ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 เมื่อพิจารณารายด้าน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จำนวน 2 ด้าน คือ 1) ด้านการเมือง และ 2) ด้านกายภาพ 3. ระดับการบริหารการพัฒนาชนบท ขององค์การบริหารส่วนตำบล ในเขตจังหวัดสกลนคร ที่ควรนำไปศึกษาหาแนวทางส่งเสริมประสิทธิภาพการบริหารการพัฒนาชนบทขององค์การบริหารส่วนตำบลในเขตจังหวัดสกลนคร มีจำนวน 3 ด้าน ได้แก่ 1) ด้านกายภาพ 2) ด้านเศรษฐกิจ และ 3) ด้านสังคม

The purpose of this study was 1) to explore the operation of the rural development administration in the sub-district administrative organization in Sakon Nakhon province 2) to compare the rural development administration of sub-district administrative organization in Sakon Nakhon province, based on personal characteristics and 3) to formulate policy suggestions of sub-district administrative organization in Sakon Nakhon province. A sample was 62 administrators of Sub-district administrative organization in Sakon Nakhon province. The tool used for collecting data was a questionnaire. Statistical analysis was frequency, percentage, mean, standard deviation, t-test and One-Way ANOVA. The findings revealed as follows: 1. Opinions of respondents on the rural development administration of sub-district administrative organization in Sakon Nakhon province overall were at a high level. All aspects were at a high: the politics was highest, the social aspect was the second, and the average minimum was physical. 2. The personal characteristics comparison of the rural development administration of sub-district administrative organization in Sakon Nakhon province was concluded as follows. 2.1 According the gender aspect, the experience and the size of the organization, there was no different in each aspect. 2.2 Regarding to age, the rural development administration of sub-district administrative organization in Sakon Nakhon province, overall was no difference. However there was statistically significant differences in social at the .05 level. 2.3 There was the difference in term of education totally, significance at level .05. When considering each aspect, there were different at significance level .05, when considering the aspect. Found that there were significant differences at the level of the .05 : 1) politics and 2) physical 3. The level of rural development administration of sub-district administrative organization management in Sakon Nakhon province was to promote in 3 aspects : 1) physical 2) economic and 3) society.
