การประเมินความต้องการจำเป็นในการมีส่วนร่วมของบุคลากรใน การประกันคุณภาพการศึกษาภายในมหาวิทยาลัยราชภัฏสวนสุนันทา | A Needs Assessment of Personnel Participation on The Internal Quality Assurance of Suansunandha Rajabhat University

Abstract

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันและสภาพที่ควรจะเป็นในการมีส่วนร่วมของบุคลากรในการประกันคุณภาพการศึกษาภายในมหาวิทยาลัยราชภัฏสวนสุนันทา 2) เพื่อประเมินความต้องการจำเป็นในการมีส่วนร่วมของบุคลากรในการประกันคุณภาพการศึกษาภายในมหาวิทยาลัยราชภัฏสวนสุนันทา โดยใช้วิธีการวิจัยประเมินความต้องการจำเป็นตามกระบวนการดำเนินงานการประกันคุณภาพการศึกษาภายใน กลุ่มตัวอย่าง คือ บุคลากรสายสนับสนุนวิชาการมหาวิทยาลัยราชภัฏสวนสุนันทา จำนวน 93 คน โดยใช้แบบสอบถามเป็นแบบประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล โดยใช้ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน หาค่าความต้องการจำเป็นโดยผลต่างของคะแนนเฉลี่ยโดยใช้ดัชนี PNI_modified ผลการวิจัย พบว่า สภาพปัจจุบันในการมีส่วนร่วมของบุคลากรโดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับสูง (M = 3.89, SD = .093) และสภาพที่ควรจะเป็นในการมีส่วนร่วมของบุคลากร โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับสูง (M = 4.11, SD = .083) ความต้องการจำเป็นในการมีส่วนร่วมของบุคลากร ได้แก่ การวางระบบคุณภาพ การควบคุมคุณภาพ การประเมินคุณภาพการศึกษา โดยมีค่า PNI_modified อยู่ระหว่าง 0.02 ถึง 0.20 โดยภาพรวมเฉลี่ย 0.097 รายการมีความสำคัญเป็นลำดับที่ 1 คือ การมีส่วนร่วมในการเสนอแต่งตั้งคณะกรรมการประกันคุณภาพการศึกษาภายใน (PNI_modified = 0.20) ลำดับที่ 2 คือ การมีส่วนร่วมในการกำหนดผู้รับผิดชอบตัวบ่งชี้ (PNI_modified = 0.17) และลำดับที่ 3 คือ การมีส่วนร่วมในการจัดทำแผนพัฒนาคุณภาพ (PNI_modified = 0.17) ตามลำดับ

Abstract

            This research paper was aimed to 1) study a current and desirable conditions of the staff participation in the quality assurance in education of Suan Sunandha Rajabhat University and 2) assess the needs of the staff participation in the quality assurance in education of Suan Sunandha Rajabhat University. This survey research was conducted by using the Needs Assessment Research as the process of the quality assurance in education. The population and sample group of this research were 93 academic support staffs of Suan Sunandha Rajabhat University. The statistics for data analysis were frequency, percentage, mean, standard deviation and PNI_modified. The findings revealed that the current condition of the staff participation was in the high level (M = 3.89, SD = .093) and the desirable conditions of the staff participation was in the high level (M = 4.11, SD = .083). The needs of the staff participation, included some of the processes such as quality system setting, quality controlling and quality assessment in education which were in the range of 0.02 – 0.20 level of PNI_modified and 0.097 level of mean. The first priority was participation in the proposed Quality Assurance Committee (PNI_modified = 0.20) Second, the contribution in determining the responsible person for the indicator (PNI_modified = 0.17) and the third was involving in the development of quality improvement plan (PNI_modified = 0.17)
