ภาวะการพึ่งพิงอุตสาหกรรมและแนวทางการพัฒนาเพื่อรองรับการเข้าสู่สังคมผู้สูงอายุในเขตชุมชนเทศบาลนครแหลมฉบัง Industrial Sector Dependency Condition and Development Approach to Support Aging Society in Laemchabang City Municipality

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาสภาพความเป็นอยู่ของผู้สูงอายุในเขตเทศบาลนครแหลมฉบัง และวิเคราะห์อัตราการพึ่งพิงอุตสาหกรรม ตลอดจนกำหนดแนวทางการพัฒนาเพื่อรองรับการเข้าสู่สังคมผู้สูงอายุในเขตเทศบาลนครแหลมฉบัง โดยใช้การสัมภาษณ์จากแบบสอบถาม จากกลุ่มตัวอย่างผู้สูงอายุที่มีอายุตั้งแต่ 60 ปีขึ้นไปที่พักอาศัยในเขตเทศบาลนครแหลมฉบัง และนำข้อมูลมาวิเคราะห์เชิงพรรณนาเกี่ยวกับข้อมูลเบื้องต้นด้านสภาพความเป็นอยู่โดยทั่วไป โครงสร้างรายได้และการใช้จ่าย และใช้แบบจำลอง Linear Expenditure System (LES) เพื่อวิเคราะห์อัตราการพึ่งพิงภาคอุตสาหกรรม โดยการเปรียบเทียบระดับรายได้ที่ผู้สูงอายุได้รับจากภาคอุตสาหกรรมคิดเป็นสัดส่วนของรายจ่ายผูกพันหรือรายจ่ายเพื่อการบริโภคที่จำเป็น

ผลการศึกษาพบว่า จากกลุ่มตัวอย่างใน 5 ตำบล ได้แก่ ทุ่งสุขลา บึง บางละมุง สุรศักดิ์ และหนองขาม มีรายรับเฉลี่ยเท่ากับ 1,127,578.01 บาท/ปี รายจ่ายเฉลี่ยเท่ากับ 860,286.79 บาท/ปี รายรับเฉลี่ยมากกว่ารายจ่ายเฉลี่ยคิดเป็นร้อยละ 23.70  ในส่วนของอัตราการพึ่งพิงอุตสาหกรรมแยกรายตำบล เท่ากับ 1.04 0.96 0.74 0.67 และ 1.01 ตามลำดับ ซึ่งสามารถกล่าวได้ว่านิคมอุตสาหกรรมนับว่ามีความสำคัญในการเป็นแหล่งรายได้กับกลุ่มผู้สูงอายุโดยเฉพาะในเขตตำบลทุ่งสุขลาและหนองขามอันเป็นแหล่งที่ตั้งของอุตสาหกรรม แต่ในขณะเดียวกันก็ได้สร้างผลกระทบภายนอกด้านลบในเรื่องของมลพิษอุตสาหกรรม และแหล่งอาชญากรรม ด้วยเหตุนี้ทำให้ภาครัฐในส่วนของเทศบาลนครแหลมฉบังควรเข้ามามีบทบาทสำคัญในการดูแลเรื่องสวัสดิการสังคม สภาพความเป็นอยู่ของผู้สูงอายุในชุมชน โดยผสานความร่วมมือร่วมกับหน่วยงานระดับท้องถิ่นที่เกี่ยวข้องเพื่อบูรณาการนโยบายแผนพัฒนาต่อไป 

This study aims to examine the living conditions of the elderly person in the Laemchabang City Municipality and analyze the rate of industry dependence. As well as the development approach to support the aging society in Laemchabang City Municipality. Data were collected by interview questionnaire for representative samples of elderly persons aged 60 years and over who were living in Laemchabang. The data were analyzed with descriptive for the general living conditions, the revenue and expenditure. Rate of industry dependence uses Linear Expenditure System (LES) by comparing the incomes of the elderly derived from the industrial sector on necessary consumption expenditure. The results showed that the samples in 5 districts include Thungsukhla Bung Banglamoong Surasak and Nongkham had average revenues of 1,127,578.01 Baht/year and average expense of 860,286.79 Baht/year. Average revenues over expenditures averages at 23.70 percent. The rates of industry dependence for each district are 2.02 1.90 1.88 1.84 and 1.79, respectively, in which the results can be concluded that the industrial sector has been a major source of income for the elderly. At the same time, the negative externalities in terms of industrial pollution and crime indicate the crucial role of local government, Laemchabang City Municipality,in promoting social welfare and the living conditions of the elderly. Moreover, it should collaborate with other local authorities to ensure policy integration of policies and plans further development.
