The Strategic Management Model for the Student Support System in Small Schools under the Office of Phetchaburi Primary Educational Service Area 1

Abstract

This study aimed to: (1) examine the current conditions, problems, and needs in managing student support systems in small schools; (2) develop a strategic management model for student support systems in small schools; and (3) evaluate the appropriateness of the developed model. The research was conducted in three phases. Key informants were divided into three groups: (1) three school administrators and three teachers responsible for student support systems, who participated in in-depth interviews; (2) four educational administration experts and four practitioners, who participated in focus group discussions; and (3) five educational administration specialists, who evaluated the model. Research instruments included semi-structured interviews, focus group discussion records, and                        a suitability assessment form. Data were analyzed using content analysis, frequency, and percentage.

The findings revealed that: (1) the implementation of student support systems in small schools followed the guidelines of the Office of the Basic Education Commission; however, it lacked strategic coherence, particularly in data utilization, collaborative networking, and continuous monitoring of at-risk students. Major problems included personnel limitations and insufficient teacher capacity, and there was a need for a clear, flexible, and contextually appropriate management model; (2) the S-CARE PDCA model was developed, comprising four components: input, strategic management process, support mechanisms, and expected outcomes; and (3) the model was found to be appropriate, contextually relevant, useful, and feasible for practical implementation.
