บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน ปัญหา และความต้องการในการบริหารระบบดูแลช่วยเหลือนักเรียนในโรงเรียนขนาดเล็ก 2) พัฒนารูปแบบการบริหารเชิงกลยุทธ์ระบบดูแลช่วยเหลือนักเรียนในโรงเรียนขนาดเล็ก และ 3) ตรวจสอบความเหมาะสมของรูปแบบที่พัฒนาขึ้น การวิจัยแบ่งออกเป็น 3 ระยะ โดยผู้ให้ข้อมูลแบ่งเป็น 3 กลุ่ม ได้แก่ (1) ผู้บริหารสถานศึกษา 3 คน และครูผู้รับผิดชอบระบบดูแลช่วยเหลือนักเรียน 3 คน ใช้ในการสัมภาษณ์เชิงลึก (2) ผู้ทรงคุณวุฒิด้านการบริหารการศึกษา 4 คน และครูผู้ปฏิบัติงาน 4 คน ใช้ในการสนทนากลุ่ม และ (3) ผู้เชี่ยวชาญด้านการบริหารการศึกษา 5 คน ใช้ในการประเมินรูปแบบ เครื่องมือวิจัยประกอบด้วยแบบสัมภาษณ์กึ่งโครงสร้าง แบบบันทึกการสนทนากลุ่ม และแบบประเมินความเหมาะสม วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ความถี่ และร้อยละ

ผลการวิจัยพบว่า 1) การดำเนินงานระบบดูแลช่วยเหลือนักเรียนในโรงเรียนขนาดเล็กดำเนินตามแนวทางของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน แต่ยังขาดความเป็นระบบเชิงกลยุทธ์ โดยเฉพาะด้านการใช้ข้อมูล การสร้างเครือข่าย และการติดตามนักเรียนกลุ่มเสี่ยงอย่างต่อเนื่อง ปัญหาหลักคือข้อจำกัดด้านบุคลากรและศักยภาพครู และมีความต้องการรูปแบบการบริหารที่ชัดเจน ยืดหยุ่น และสอดคล้องกับบริบท2) รูปแบบ S-CARE PDCA ที่พัฒนาขึ้นประกอบด้วย 4 องค์ประกอบ ได้แก่ ปัจจัยนำเข้า กระบวนการบริหารเชิงกลยุทธ์ กลไกสนับสนุน และผลลัพธ์ที่คาดหวัง และ 3) รูปแบบมีความเหมาะสม สอดคล้องกับบริบทเป็นประโยชน์ และสามารถนำไปใช้ได้จริง
