ปัจจัยสู่ความสำเร็จของระบบและกลไกการประกันคุณภาพการศึกษาภายใน มหาวิทยาลัยราชภัฏเพชรบุรี|The Key Success of System and Mechanism of the Internal Quality Assurance inPhetchaburiRajabhat University

Abstract

      The purposes of this research are 1) to find the factors of the system and mechanism for internal quality assurance that lead to success in programs, faculties and offices in PhetchaburiRajabhat University, 2) to verify these factors. The research tools consist of
1) the result of the internal quality assurance, 2) the process of verification with common vision system. The target group of this research is the last three years of results of the internal quality assurance in programs, faculties, offices at PhetchaburiRajabhat University that have been analyzed.The results of this research are as follows:1) There are six factors of the system and mechanism for internal quality assurance that lead to its success, which are (1) the policy and policy transfer of the administrators, (2) the control and follow-up process, (3) the leadership of the personnel in related departments, (4) the proficiency and professional skillsof the related supporting personnel, (5) the quality assurance inspection via an information system that can be easily and accurately connected with the related database, (6) the online communicative network system between the central coordinators and all related persons.2) The verification of these success factors were analyzed by reviewing the last three years

      การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) สังเคราะห์ปัจจัยความสำเร็จของระบบและกลไกการประกันคุณภาพการศึกษาภายในระดับหลักสูตร คณะ ศูนย์/สำนักและมหาวิทยาลัย 2) ทวนสอบปัจจัยความสำเร็จของระบบและกลไกการประกันคุณภาพการศึกษาภายใน เครื่องมือการวิจัยประกอบด้วย 1) ผลการดำเนินงานการตรวจประกันคุณภาพการศึกษาภายใน 2) กระบวนการทวนสอบด้วยระบบการเห็นร่วมกลุ่มเป้าหมายการวิจัยประกอบด้วยผลการตรวจประกันคุณภาพการศึกษาภายในระดับหลักสูตร คณะ ศูนย์/สำนักและมหาวิทยาลัยย้อนหลัง 3 ปีใช้วิธีการวิเคราะห์ข้อมูลเชิงเนื้อหา(Content Analysis) ผลการวิจัยพบว่า 1) ปัจจัยความสำเร็จ ประกอบด้วย 6 ปัจจัย ได้แก่ (1)นโยบายและการถ่ายทอดนโยบายของผู้บริหารระดับสูง (2) กระบวนการกำกับและติดตาม (3) ภาวะความเป็นผู้นำของส่วนงานที่เกี่ยวข้อง(4) ความเชี่ยวชาญและความเป็นมืออาชีพของสายสนับสนุนที่เกี่ยวข้อง (5) การตรวจประกันคุณภาพการศึกษาผ่านระบบสารสนเทศที่สามารถประมวลผลและเชื่อมโยงกับระบบฐานข้อมูล(6) เครือข่ายการสื่อสารและความร่วมมือผ่านระบบออนไลน์ของผู้ประสานงานจากส่วนกลางกับผู้เกี่ยวข้องทุกระดับ 2) ผลการดำเนินงานการตรวจประกันคุณภาพการศึกษาภายในทั้งสามระดับมีพัฒนาการดีขึ้นอย่างต่อเนื่อง 3 ปี
