บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพปัจจุบันและสภาพที่พึงประสงค์และความต้องการจำเป็นด้านการบริหารสถานศึกษาของสถานศึกษาขนาดเล็ก 2) แนวปฏิบัติที่ดีของสถานศึกษาขนาดเล็ก และ 3) ปัจจัยและเงื่อนไขความสำเร็จในการบริหารสถานศึกษาขนาดเล็ก จังหวัดสุพรรณบุรี กลุ่มตัวอย่างการวิจัยวัตถุประสงค์ข้อที่ 1 คือ ผู้บริหารและครูในสถานศึกษาขนาดเล็กในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุพรรณบุรีเขต 3 จำนวน 226 คน ผู้ให้ข้อมูลหลักการวิจัยตามวัตถุประสงค์ข้อที่ 2 ข้อที่ 3 จำนวน 12 คน คือ ผู้บริหารสถานศึกษา ครู คณะกรรมการสถานศึกษา และผู้ที่มีความเชี่ยวชาญด้านนโยบายเกี่ยวกับสถานศึกษาขนาดเล็ก ผู้ให้ข้อมูลหลักเพื่อยืนยันผลการวิจัย จำนวน 5 คน คือ ผู้บริหารระดับเขตพื้นที่การศึกษาประถมศึกษาสุพรรณบุรีเขต 3 และศึกษานิเทศก์ มีเครื่องมือในการวิจัยคือแบบสอบถามที่มีค่าดัชนีความสอดคล้องตั้งแต่ 0.67 ขึ้นไป และค่าความเชื่อมั่น (Reliability) สัมประสิทธิ์แอลฟา คือ 0.98 และแบบสัมภาษณ์ ผลการวิจัยพบว่า 1) สภาพปัจจุบัน ด้านการบริหารสถานศึกษาของสถานศึกษาขนาดเล็ก จังหวัดสุพรรณบุรีโดยรวมทั้ง 4 ด้านอยู่ในระดับมาก สภาพที่พึงประสงค์โดยรวมทั้ง 4 ด้าน อยู่ในระดับมากที่สุด และด้านที่มีดัชนีลำดับความต้องการจำเป็นสูงสุด 3 ลำดับแรก ได้แก่ (1) ด้านการบริหารงานบุคคล (2) ด้านการบริหารงานวิชาการ และ (3) ด้านการบริหารงานทั่วไป ซึ่งมีค่าดัชนีลำดับความต้องการจำเป็น ()คือ 0.132 ,0.115 และ 0.113 ตามลำดับ 2) แนวปฏิบัติที่ดีของสถานศึกษาขนาดเล็กจังหวัดสุพรรณบุรี พบว่า (1) ด้านการบริหารงานวิชาการ สถานศึกษาต้องพัฒนาหลักสูตรที่สอดคล้องกับความต้องการชุมชน จัดการเรียนรู้เชิงรุกโดยใช้เทคโนโลยี นิเทศการจัดการเรียนรู้แบบกัลยาณมิตรควบคู่กับการใช้ระบบเพื่อนคู่คิด(Peer Coaching) (2) ด้านการบริหารงานบุคคล ควรบริหารอัตรากำลังเชิงรุก มอบหมายภาระงานตามสมรรถนะของบุคลากร ใช้ระบบพี่เลี้ยง (Mentoring) ระบบการหมุนเวียนงาน (Job Rotation) กระบวนการเรียนรู้ทางชุมชนวิชาชีพ(PLC) และกระบวนการอบรมตามความสนใจเพื่อพัฒนาบุคลากร ประเมินผลการปฏิบัติงานอย่างเป็นธรรม (3) ด้านการบริหารงานงบประมาณ ควรวางแผนปฏิบัติการให้สอดคล้องนโยบายและบริบท เน้นความคุ้มค่าในการใช้งบประมาณโดยจัดสรรตามลำดับความสำคัญบริหารแบบยืดหยุ่นร่วมกับชุมชนพร้อมกับติดตามตรวจสอบ และรายงานผลการใช้งบประมาณอย่างสม่ำเสมอและ (4) ด้านการบริหารงานทั่วไป ควรสรรหาบุคลากรที่มีทักษะการบริหารจัดการและใช้เทคโนโลยีช่วยเพื่อเพิ่มความรวดเร็วและประสิทธิภาพในการดำเนินงานธุรการควบคู่กับการดูแลอาคารสถานที่ให้ปลอดภัย ปลูกฝังจิตสำนึกรักษ์สิ่งแวดล้อม ตลอดจนส่งเสริมการใช้พลังงานทดแทนในสถานศึกษา และ 3) ปัจจัยและเงื่อนไขความสำเร็จในการบริหารสถานศึกษาขนาดเล็ก จังหวัดสุพรรณบุรี ประกอบด้วย (1) ปัจจัยและเงื่อนไขความสำเร็จด้านผู้บริหารสถานศึกษา และ (2) ปัจจัยและเงื่อนไขความสำเร็จด้านบุคลากร
